Into this piece have been summoned Vortigern's serpents of knowledge. If you don't know who Vortigern is you can do some research online, but in a nutshell, he was an ancient British King. After becoming king he decided he might like to have a tower built, so he built one. It fell down. He had it built again. It fell down again. Going to soothsayers, he found out that he'd need to sprinkle the ground with the blood of a fatherless boy to appease the gods. Vortigern sent for one such boy who ended up being Merlin (the famed wizard).
Long story short, Merlin ended up proving the soothsayers wrong by revealing there was a pool of water under the ground where the tower was built, which was causing it to fall. Furthermore, he told them about two peculiar serpents that would be found at the bottom of the pool. These were stone serpents, but not much is mentioned of them in the original story. That's okay because that's what we are here to discuss.
The pair of stone serpents are what we like to call Oracles of Time and Fate. One of the Serpents shows the future and the other one has the ability to whisper fate into existence. This way, you will be able to see what is actually going to happen in your future. You will be able to live it as if you were actually there. Then, when you return to reality, you will be able to employ the other serpent to change your fate to reflect the things that you want most out of life. This is the power of the serpents that were found. We call them Vortigern's Serpents. They don't have names, so no need to ask. Oh, this piece obviously holds the power of the pair of serpents and aren't the two stone serpents themselves.
